Cash management in the overseas territories

IEDOM’s role in cash circulation

In the overseas departments and the collectivities of Saint-Pierre-et-Miquelon, Saint Martin and Saint Barthélemy, euro banknotes and coins are issued from IEDOM agency counters. IEDOM acts on behalf of the Banque de France for banknotes and the Public Treasury for coins.

Banks collect banknotes ordered via the Interop portal from IEDOM counters through cash-in-transit companies. These banknotes are then distributed to the public via ATMs. Once they have been in circulation, the banknotes are returned to IEDOM, where they are sorted. Those in good condition are recirculated, while worn banknotes are destroyed. Some banknotes may also be sorted and recirculated directly by banks or their service providers under IEDOM’s supervision.

Cash transactions at IEDOM counters

Each cash withdrawal or deposit operation (banknotes and coins) at IEDOM counters by a bank or its service provider must be announced in advance via the Interop portal. This portal is a dedicated interface for banks and cash-handling professionals to interact with IEDOM and the Banque de France. It allows users to place orders and declare cash deposits.

The Interop portal is available Monday to Friday, from 3:00 a.m. to 11:00 p.m. (Paris time), excluding public holidays.

Recycling of banknotes and coins by private operators

Sorting and recirculating banknotes

Banknote recycling may be carried out by private operators (banks and cash-in-transit companies), provided they have signed agreements with IEDOM. This activity is strictly regulated by Decree No. 2005-487 of 19 May 2005, which standardises recycling practices within the Eurosystem.

The decree sets out the precise conditions for the recycling of banknotes and coins, as well as the controls that the IEDOM must carry out. It also provides for penalties in case of non-compliance. Operators must use ECB-tested authentication equipment and regularly report statistical data.

IEDOM carries out ongoing monitoring to ensure compliance, including on-site inspections.

The processing of metal coins by private operators

With the exception of the Saint-Pierre-et-Miquelon branch, IEDOM agencies no longer recycle coins. This is now the sole responsibility of approved operators. As with banknotes, compliance with the obligations under this agreement is subject to rigorous monitoring, including on-site inspections to check sorting equipment.

Procedure in case of exceptional events

In exceptional circumstances as defined by regulation, professionals in overseas departments may benefit from a specific procedure for the recirculation of euro banknotes.

These operations must always be carried out by trained personnel and require prior authorisation from IEDOM.

Training of professionals

Training is mandatory :

  • For personnel performing manual cash operations at counters ;
  • In the context of an exceptional event.

As IEDOM is not a certified training organisation, it cannot issue official diplomas or certifications. However, it can provide a certificate of attendance for the training session.
