IEDOM, at the heart of the overseas departments and territories, plays a crucial role in ensuring the continuity of central banking operations, by delegation from the Bank of France and in accordance with the directives of the European Central Bank. The Institute’s missions are divided into four areas.

IEDOM is responsible for ensuring the territorial continuity of central banking missions, by delegation of the Bank of France, in the overseas departments and collectivities whose currency is the euro.
IEDOM carries out 4 main missions.
IEDOM is responsible for ensuring the territorial continuity of the monetary functions delegated to it by the Banque de France in overseas departments and collectivities where the euro is the official currency.
Euro banknotes and coins are issued by IEDOM offices. They act on behalf of the Banque de France for banknotes and the Public Treasury for coins. These currency units are identical to those used in mainland France.
IEDOM offices check the authenticity and quality of euro banknotes within their territories. They handle the sorting of currency or oversee its external recycling.
IEDOM contributes to the financial stability mission carried out by the Banque de France, monitoring credit institutions and acting as a local relay for national and European supervisory authorities.
IEDOM monitors the banking activities of credit institutions. It tracks the evolution of lending rates and banking fees, and, more broadly, compiles monetary and financial statistics for overseas departments and collectivities.
Within its jurisdiction, IEDOM acts as a relay for the Prudential Supervision and Resolution Authority (Autorité de contrôle prudentiel et de résolution - ACPR) and the Financial Markets Authority (Autorité des marchés financiers - AMF), the national supervisory authorities, as well as for the European Central Bank (ECB).
Particular attention is given to cooperation with the ACPR in order to combat money laundering, prevent terrorist financing and monitor business practices.
IEDOM supports individuals and businesses in financial difficulty, providing guidance throughout the business life cycle. The Institute also runs economic, budgetary and financial education initiatives (EDUCFI).
France has developed a national strategy for economic, budgetary and financial education (Éducation financière — EDUCFI), for which the Banque de France acts as the national operator. IEDOM carries out this mission on behalf of the Banque de France in the overseas departments and collectivities.
The goal is to enable every citizen to acquire the necessary economic, budgetary and financial knowledge to manage their finances independently and responsibly. IEDOM fulfils this commitment through various initiatives.
IEDOM publishes an annual report on the evolution of payment terms in the overseas departments and collectivities (DCOM), analysing the underlying factors and presenting solutions to reduce delays. This report is submitted to Parliament and the Minister for the Economy.
Within IEDOM, the Bank Fee Observatory monitors the banking fees applied in the overseas departments and collectivities (DCOM). It publishes a biannual report on the evolution of banking fees and the differences observed between institutions in the overseas territories and those in mainland France. An annual activity report is also prepared and submitted to the Minister for the Economy and forwarded to Parliament.
IEDOM observes, studies and analyses the economies of the overseas territories, sharing its expertise through various publications and events.
IEDOM is responsible for monitoring the economy within its jurisdiction. It produces financial indicators, monetary statistics, economic studies and business surveys to inform monetary authorities and economic stakeholders. These analyses are also shared with a wide range of economic and social actors, including businesses, chambers of commerce, and public authorities.
IEDOM provides public and private decision-makers with advisory services and expertise to support them in making informed decisions that promote the economic development of the overseas territories.
IEDOM organises and participates in events to support and engage with the financial sector in its operational areas.
