IEDOM is a simplified joint-stock company that is wholly owned by the Banque de France.
IEDOM acts on behalf of, and under the authority of, the Banque de France. It is responsible for carrying out operations related to the European System of Central Banks’ (ESCB) missions in the overseas collectivities under its jurisdiction.
The statutes of IEDOM are set out in Book VII of the French Monetary and Financial Code relating to overseas territories (Articles L. 721-7 et seq. and R. 721-3 et seq.).

The institution is led by a President appointed by the Governor of the Banque de France. The current President, Alexandre Gautier, was appointed in April 2023. He is supported in his duties by a Director and a Deputy Director.
The General Council is chaired by the Governor of the Banque de France or their representative. It is also composed of the President of the company, two Directors General of the Banque de France (or their representatives), and a staff representative (or their alternate).
The General Council is consulted by the President of the company for advisory opinions on the following matters: amendments to the company’s purpose, approval of annual accounts and allocation of profits, increase, reduction or redemption of share capital, adoption or modification of any statutory clauses, presentation of the activity report, and presentation of the strategic orientations.
The General Council also approves IEDOM’s budget.

IEDOM is integrated into the internal control system and permanent control activity report of the Banque de France. The IEDOM Internal Control Committee reports to IEDOM’s General Management every six months on work carried out in connection with permanent and periodic controls, recommendations from internal and external audits, operational risk mapping and incident monitoring. The General Inspectorate of the Banque de France serves as IEDOM’s internal audit body.
Historically, IEDOM’s accounts were audited by a panel of statutory auditors who were legally equivalent to those of the Banque de France. However, the law of 13 July 2023 modified this arrangement, placing IEDOM under standard corporate law. As of the 2024 financial year, IEDOM’s accounts have been audited by a statutory auditor appointed by the institution itself.
IEDOM is also subject to audits by the French Court of Auditors (Cour des Comptes) and the General Inspectorate of Finance (Inspection Générale des Finances).
IEDOM’s headquarters are located in Paris and are shared with the Institut d’émission d’outre-mer (IEOM), which is the central bank for the French Pacific collectivities.
IEDOM also has offices in Guadeloupe, Martinique, French Guiana, Réunion, Mayotte and Saint-Pierre-et-Miquelon.
The Executive Committee, notably composed of the President, Director and Deputy Director, prepares decisions for the IEDOM Presidency on cross-functional matters and finalises files presented to the IEDOM General Council.
The Management Committee is made up of the President and General Management members, division heads at headquarters in charge of the various business lines and office directors. This committee serves as a forum for information and discussion on strategy, as well as on the overall management of the Institute’s activities and offices.
Each agency has an Agency Advisory Committee (Comité Consultatif d’Agence — CCA), composed of members representing various sectors of the local economy. The committee meets periodically to assess the economic situation across different sectors.
In addition, meetings are held with credit institutions and similar organisations to address current financial issues.
IEDOM’s integration into the Banque de France Group in 2017 has strengthened collaboration and synergies across various functions, with the aim of further improving the quality of services provided to the overseas territories.
This integration was carried out while respecting IEDOM’s specific overseas identity and taking into account the unique economic and social realities of the overseas territories, as well as preserving the HR management rules specific to IEDOM staff.
The Institut d’émission d’outre-mer (IEOM) serves as the central bank for the collectivities using the Pacific franc: New Caledonia, French Polynesia, and Wallis and Futuna.
IEDOM and IEOM share the same headquarters, and the President of IEDOM also serves as Director General of IEOM.
IEDOM provides a number of services on behalf of IEOM, under the terms set out in a service agreement between the two institutions.
An agreement between IEDOM and the ACPR defines the terms of their cooperation. Under this agreement, IEDOM conducts studies on financial institutions under ACPR supervision operating in the overseas territories. IEDOM also assists with on-site inspections, particularly in the areas of anti-money laundering and counter-terrorist financing (AML/CFT), and monitors business practices.
IEDOM performs public service and general interest missions on behalf of the French State, such as: issuing coins, managing the secretariat of over-indebtedness commissions, participating in the system for banning the issuance of cheques, and maintaining the Overseas Account Register (FICOM). These missions are carried out within the framework of a performance and objectives contract signed with the State.
The AMF may instruct IEDOM to carry out on-site AML/CFT (anti-money laundering and countering the financing of terrorism) inspections of financial investment advisors (CIFs). IEDOM also reports any fraudulent investment offers it observes to the AMF and relays AMF warnings.
The CEROM partnership framework (Comptes économiques rapides pour l’Outre-mer, or Rapid Economic Accounts for the Overseas Territories) unites the issuing institutes (IEDOM and IEOM), the French Development Agency (AFD) and the statistical institutes operating in the overseas departments and collectivities: the National Institute of Statistics and Economic Studies (Insee), the New Caledonia Statistics and Economic Studies Institute (ISÉE) and the French Polynesia Statistics Institute (ISPF).
The CEROM partnership aims to produce rapid economic accounts and models of economic development, and to publish macroeconomic and thematic analyses of the overseas departments and collectivities.
